Arab Organisation for Human Rights in the UK (AOHR UK) has formally submitted a request to the British Foreign, Commonwealth and Development Office, calling for sanctions to be imposed under the Global Human Rights Sanctions Regulations 2020, commonly known as the “Magnitsky regime”, against a number of officials within the Gaza Humanitarian Foundation (GHF) and the directors of private security companies contracted by the Foundation, for their involvement in the killing and humiliation of Palestinians in the Gaza Strip through the exploitation of their need for food.
AOHR UK stated that the request includes a list of the names of officials within the Foundation and the heads of the security companies contracted with it. These are Johnny Moore Jr. (United States), David Papazian (Armenia – resident in the United Kingdom), Lolick Samuel Henderson (United States), David Kohler (Switzerland), Jamison Gofoni (United States), Director of UG Solutions, a security company contracted by GHF, and Philip “Phil” Riley (United States), Director of Safe Reach Solutions, another contracted security firm.
AOHR UK highlighted in its submission that the Foundation was established with direct support from the United States and Israel. It added that there is overwhelming and compelling evidence of these individuals’ involvement in serious crimes which have been widely condemned by UN officials, heads of state, and governments. From the very outset, the Foundation’s leadership was fully aware of its purpose to militarise humanitarian aid in order to subjugate the population and sideline the role of the United Nations and cooperating NGOs.
AOHR UK pointed out that the Foundation established four distribution points which, in reality, are military zones under the control of the Israeli Occupation Forces. From the very first day of their operation, it became evident that these points were in fact death traps used to extort civilians.
AOHR UK submission included UN reports and documented field testimonies confirming the occurrence of grave crimes near and inside the distribution centres, particularly the firing of live ammunition by the IOF and contracted security personnel at crowds of civilians who had gathered in narrow passageways to obtain food, resulting in the killing of over 600 civilians and the injury of more than 4,000 others since 27 May 2025.
AOHR UK asserted that the individuals’ involvement in this project was either ideologically driven to support the occupation’s goal of completing a campaign of extermination through killing, starvation, and displacement, or motivated by material gain at the expense of the victims’ rights, who have endured extreme suffering for over 21 months.
It further noted that throughout the Foundation’s operations and despite the massacres documented at its distribution points, not a single statement of condemnation was issued by those in charge. On the contrary, all issued statements and public comments have denied the occurrence of these crimes. Furthermore, none of the officials have resigned, indicating a clear insistence by those responsible to continue the project regardless of its devastating consequences.
AOHR UK called on all concerned actors in the international humanitarian community to pursue accountability for those responsible for this Foundation and to work towards its dissolution, in order to restore the authority of specialised UN agencies to carry out their responsibilities in the face of the humanitarian catastrophe in Gaza.
It stressed that it will continue to work with international partners to take further steps with other countries and international entities to ensure accountability for those responsible for the Foundation. In the face of such grave crimes, it is unacceptable that those responsible should escape punishment.
