The occupied Palestinian territories are witnessing a grave escalation following the Israeli occupation’s final approval of the “E1” settlement project, an initiative set to fundamentally alter the political geography of the West Bank and East Jerusalem.
This development comes despite repeated UN warnings that continued settlement activity undermines prospects for peace and flagrantly violates core principles of international law.
UN Secretary-General António Guterres has reiterated his call for Israeli occupation to halt the E1 plan, which aims to expand illegal settlements in occupied East Jerusalem and connect them to others in the West Bank. This would effectively sever the northern and southern parts of the West Bank, while isolating East Jerusalem from its Palestinian surroundings.
Such construction constitutes a blatant violation of international law, notably Article 49 of the Fourth Geneva Convention, which prohibits an occupying power from transferring parts of its own population into the territory it occupies. UN Security Council Resolution 2334 also affirms that Israeli settlements are illegal and lack any legal validity.
The E1 project marks a dangerous step toward the de facto annexation of occupied territory, depriving the Palestinian people of their inalienable right to self-determination.
Fragmenting the West Bank and turning Palestinian towns into isolated enclaves strips communities of their most basic rights to freedom of movement, development, and dignified life.
Thus, the E1 plan is not merely another settlement expansion, it represents a systematic attempt to consolidate control over land through methods that contravene peremptory norms of international law. It demands an urgent and robust international response to halt its implementation and hold those responsible to account.
