In a striking affirmation of growing international concern, the United Nations has once again placed Israeli occupation forces on its annual “list of shame” for committing grave violations against children in armed conflict, as documented in the 2024 report on Children and Armed Conflict issued by the UN Secretary-General.
The report details a staggering 8,554 violations affecting 2,944 Palestinian children, primarily in Gaza, the West Bank, and occupied Jerusalem. Violations include 951 child arrests, the use of 27 children as human shields, attacks on schools, hospitals, and shelters, wounding 1,561 children, including many with disabilities, and over 5,000 recorded instances of blocking humanitarian aid.
These acts, the report confirms, constitute serious breaches of international humanitarian law and the specific protections afforded to children in conflict under international treaties.
Gaza: Ground Zero for Systemic Abuse
The report arrives as Gaza continues to endure a relentless military campaign by Israeli forces since October 7, 2023, which has so far resulted in the killing or injury of over 186,000 Palestinians, a large proportion of whom are children and women. Additionally, over 11,000 individuals remain missing, likely buried under rubble or detained in unknown locations. The report emphasizes that attacks often target civilian neighborhoods, refugee shelters, and essential infrastructure, with no regard for international legal norms.
The Israeli blockade of Gaza has become an added layer of violence, with mass starvation used as a method of war. The UN documented 5,091 incidents of obstructing humanitarian aid—clear evidence of a deliberate policy of collective punishment, which meets the threshold of a crime against humanity.
From Armed Conflict to Genocide
This is not merely a war, the report warns. The scope, scale, and targeting patterns of these attacks—especially against children—suggest intentional acts of genocide, as defined by the 1948 Genocide Convention. The deliberate destruction of social fabric, targeting of minors, and methodical dismantling of civil life in Gaza reflect an intent to annihilate an entire population group.
International Failure and Moral Collapse
Despite court rulings and global outcry, Israeli forces continue to operate with impunity, sustained by external political cover and a crippling failure of the international system. The report’s findings question the credibility of international law, as continued violations—particularly against the most vulnerable—are met with silence or inaction by key global powers.
Children in Gaza, who should be among the most protected individuals under the law, have instead become primary targets in a war that makes no distinction between civilian and combatant, home and hospital.
